Senate Passes Folmer's Bill Strengthening Rights of Foster Parents and Foster Children

HARRISBURG – The State Senate today unanimously passed legislation authored by Sen. Mike "Citizen Mike" Folmer (R-Lebanon) which gives foster parents the right to be heard at court hearings regarding the future of children under their care.   

The measure also provides that a court must find out the views of a foster child regarding placement, in a manner appropriate to the child's age and maturity. 

"Ultimately, this bill will help ensure that the best scenario for children is achieved," said Folmer.   

Folmer's legislation would bring the Commonwealth into compliance with the federal Child and Family Services Improvement Act, which must be done by January 1, 2008.  

The legislation – Senate Bill 1156 – will now go to the House for consideration.
